Customs terminology in English (Constanta, Romania, 19-23.09.2022)
The CELBET 3 Training Team and Romanian Customs Authority organized, between 19 and 23 of September 2022, the workshop "Specialised training for enhancing the use of law enforcement terminology in the customs control scenarios performed at the BCPs”. This training activity was organized in Constanta city, under Customs/CLEP Programme.
The trainers were: Sylvia Bellusova (Slovakia), Sonia Daneva (Bulgaria), Małgorzata Kowalczyk-Küchmeister (Poland) and Cosmina Stefan (Romania). The number of students was 22, from 14 EU Member States and candidates.
The main objective of this training course/workshop is to help the customs officers communicate in English with clients in different situations. Also, the workshop strengthened cooperation between CELBET and the other EU Member States, considering the future expansion of CELBET in airports and seaports customs offices.
Sniffer dogs handlers network meeting (Gajary, Slovakia, 3rd of March, 2022)
Sniffer dog handlers network meeting was organized 3rd of March 2022. It was held online via BBB on CELBET Training platform.
Representatives of 10 CELBET countries took part in this meeting. The meeting has been started by the Head of the CELBET Mr. András Bartha and CELBET Training Team Leader Mr. Norbert Jakus. The subject of the discussion was Centre of Expertise "Sniffer dogs" in Gajary, Slovakia.
The representatives of the CoE, Ms. Dana Borghouts and Ms. Eva Kanova, informed about their training offer and invited
for future training cooperation the Sniffer dogs handlers from CELBET countries.X-ray webinar (27 of January, 2022)
The first international webinar in 2022 on X-ray topic took place 27th of January in frame of CLEP. It was organized by CELBET and X-ray Centre of Training Expertise of the Polish Revenue Administration on-line via Zoom platform. Four trainers from Poland, Germany, Latvia and Spain shared interesting cases on X-Ray image analysing. There were 23 participants from: Austria, Czech Republic, Denmark, Estonia, Finland, Germany, Greece, Hungary, Ireland, Latvia, Malta, Poland, Portugal, Romania, Slovenia, Spain, Sweden, Turkey. It was unique opportunity to exchange experience on X-Ray image analysing. Due to high interest to this topic we consider possibility to organize similar event in few weeks.
Anticorruption and Integrity - preparatory meeting (Warsaw, 17.11.2021)
The first preparatory meeting on Integrity and anti-corruption topic took place on 17-th November 2021 in Warsaw.
It is new training topic on the list of CELBET Training Catalogue, which is going to be delivered in 2022. 5 participants from different MS took part in the meeting. Expect CELBET experts, there were available two trainers
(from Poland and Lithuania) who agreed to work on the content of the training and deliver it when it is ready. It is very hoping project, using modern training methods and tools, which should meet the interest of all MS countries. There is still possibility to join the Integrity and anti-corruption project group and become a creator of the training.Customs Control Process- training course, Roszke, Hungary, 12-14 October 2021
Customs Control Process International training took was organized under CELBET 3 in Hungary. The participants of the training were representatives of 8 CELBET countries: Bulgaria, Estonia, Latvia, Lithuania, Finland, Greece, Hungary, Poland. It was held at Hungarian - Serbian BCP in Röszke. The main points of the training were: Risk analysis, Car search techniques, Buses, trucks and trailers - case studies. The theoretical knowledge was connected with practical exercises. The training lasting from 12 - 14 October was connected with mission which finished 18th of October.
Specialised training for enhancing the use of law enforcement terminology in the customs control scenarios performed at the BCPs, online sessions, March- October 2021
The CELBET 3 Training Team organized, in 2021, some training sessions of the course "Specialised training for enhancing the use of law enforcement terminology in the customs control scenarios performed at the BCPs”.
The trainers was 3 specialists: Aida Cilinskiene (Lithuania), Sonia Daneva (Bulgaria) and Małgorzata Kowalczyk-Küchmeister (Poland)
The plan was to organize this training course in 3 phases: e-learning session, webinar and face-to-face course.
The main objective of this course is to help the customs officers to communicate in English with clients in different situations.
The first phase, the e-learning session was organized between 23 and 25 of March 2021, with 45 participants..
first, between 18 and 20 of May, 2021, with 11 participants, and
the second, between 4 and 6 of October, 2021, with 9 participants.
After the pandemic crisis, the face-to-face course will be organized.
The content of the training was split in 3 chapters:
1. Car search terminology,
2. BCP Diagnostic
3. Interviewing the customer. Restrictions and prohibitions

CELBET Training Webinars started under CELBET 3
The last CELBET 2 training was held from 4-6 February 2020 in Croatia: “Risk analysis – profiling and document control” (CELBET training on “Risk analysis – profiling and document control” , 4-6 February 2020, Croatia). It was delivered by a team of CELBET trainers: Mr. Jacek Barszcz (Poland), Mr. Wojciech Szwedo (Poland), Mr. Zeljko Milkovic (Croatia), Mr. Zoltan Nagymihaly (Hungary) and Mr. Timo Sivola (Finland). Within the first half year of CELBET 3, the team decided to develop some elements of this topic as virtual training activities. The CELBET Training webinars were started in October 2020 thanks to the implementation of the CELBET BBB tool on the CELBET Training platform. Three topics were delivered by the CELBET trainers in the field of risk analysis:
1. Risk analysis – profiling and document control: Follow-up – 13 October 2020
This Webinar was a continuation of the face-to-face training which was organized on 4-6 February in Croatia. I was delivered by Mr. Jacek Barszcz (Poland) on 13th of October with the same target group. The main objective was to discuss the feedback from the previous training and to collect ideas from the participants regarding the selection of the key training elements for further development and the potential preparation of “advanced’ training on risk analysis. Risk identification, risk indicators, risk assessment and the practical aspect of the risk analysis at the BCP were confirmed as key elements for the future training. Improvements will be consulted with the CELBET Risk management team in order to align the training with the business goals of the project as well.
2. Risk Analysis – fake documents – 15 October 2020
The topic is an essential part of the risk analysis activities performed at the BCPs in the process of customs clearance. The Webinar was delivered by Mr. Zoltan Nagymihaly (Hungary) and was focused in the following areas: falsifying documentation, why people fake the information on customs documents, methods for fake documents identification, etc. The topics were presented in the context of interesting case studies from the experience of the customs officers working at Roszke BCP (Hungarian-Serbian border).
3. Risk analysis, assessment and effective information gathering – 3 November 2020
The topic covered several aspects of the risk analysis process, including human behavior in the context of customs control performance: risk analysis – importance, basic terms and principles, data, risk profiling; information gathering: use of interview methods, preparation for the interrogation, how to get up to 30% more information and how to recognize a liar. The Webinar was delivered by Mr. Wojciech Szwedo (Poland). Mr. Zeljko Milkovic (Croatia) and Mr. Zoltan Nagymihaly (Hungary) presented interesting cases from their work practice. The exchange of information from real cases is of great value for the participants and supports their further communication and cooperation.
X-ray train-the-trainer training course, August 2020
Hungarian National Tax and Customs Authority organised on August 2020 an X-ray train-the-trainer training course. This course is based on the international training organised by CELBET and the information from the X-ray Image Library on the CELBET Training Platform. The purpose of the training was to train local trainers who provide training for X-ray operators working in their field of competence.
Hungarian customs authority built its training programme on the material and methodology of X-ray train-the-trainer course organised by the CELBET Training team furthermore on the knowledge acquired from the continuously expanding information from X-ray image library coordinated and launched by the CELBET Equipment team and established by the Slovakian IT experts from the Centre of Expertise for e-learning on the CELBET Training Platform. Since 2020 CELBET knowledge-based X-rays have been part of the regular customs education system in Hungary.
CELBET training on “Risk analysis – profiling and document control” , 4-6 February 2020, Croatia
CELBET training on “Risk analysis – profiling and document control” was held in Dubrovnik and Karasovici BCP, Croatia. 10 participants from the CELBET BCPs were trained by international team of CELBET trainers from Croatia, Finland, Hungary and Poland. First day session was focused on risk assessment, risk indicators and fake documents. A lot of interesting cases studies for detection of fraud based on risk analysis related to heavy traffic on the land borders were discussed. The second day started with sharing of interesting national cases showing the importance of local risk analysis performed at the BCPs. Very active discussion for exchanging experience and good practices took place. Another key topic was opened during the second day, the human factor during customs control – profiling, interviewing, interrogation at the BCP. Workshops and role plays were organized for practicing newly acquired knowledge. The third training day was organized in the BCP Karasovici, bordering Montenegro. Risk indicators were presented in real life and the trainees performed document control and physical checks based on risk analysis in different customs control scenarios.
As it was a train-the-the trainer course, the participants expressed their willingness to share at national level what they have learned during theoretical and practical sessions.

CELBET Car search training in Evzoni, Greece, 10-12 December 2019
CELBET Centre of expertise on training topic Car Search organized a training in Greece, in BCP Evzoni for Greek Customs officers working at EU external land border.
In training took part 13 officers and the trainers came from Finland and Hungary.
First day of training was theoretical: trainers told about different structures and technologies of cars, about alternative fuels and electronic cars and also about veryimportant part of all Customs control work: occupational safety.
On the beginning of the second day students were shown how to remove the airbag from car safely. After that students got a chance to test in practice all new information
about possible hiding places in cars when they were doing a car search for cars,
which trainers had equipped with something to find.
Third day of training was organized in premises of two different car dealers, Mercedes Benz and Toyota, where students had a chance to acknowledge with these car brands.
Feedback from students was very positive, and students hoped to get more trainings on this topic. According to feedback, especially important for their daily work was thepractical part of the training.
CELBET X-ray course in Estonia (October 22-24, 2019)
As a new initiative the CELBET X-ray trainers supported the national X-ray image analysing training for Estonian customs officers in Narva. During 3 days 36 Estonian X-ray operators were trained by Slovak, Hungarian and Estonian trainers, supported by Estonian X-ray instructors. This initiative will be followed by more national trainings like X-ray image analysing and Car search trainings in Greece.
CELBET Customs Control Process training at Röszke BCP, Hungary, (October 08-10, 2019)
On 08-10 October 2019 the second CELBET training on Customs control process took place at Röszke BCP on the Hungarian-Serbian border. It was delivered by a team of trainers from Hungary and Poland and 18 participants took part in this practical training representing all CELBET MS. The first day of the training was aimed at presenting the basic theoretical part, covering key aspects of the customs control process in passenger traffic - the selection process based on local risk analysis, interviewing and profiling and the following seizures. The next day was focused on the smuggling methods and the car search results. The participants had the possibility to see interesting cases in the confiscated cars area on the BCP where the Hungarian trainers provided detailed information on the particular cars and seizures. The trainees also presented interesting national cases as the exchange of experience between the customs officers is very useful for improving their work practices. On the last day, the participants were involved in the real practical situation and worked at the BCP guided by the Hungarian colleagues. The participants performed, in groups, first line or secondary control at the BCP, putting into practice their work experience as well as the newly acquired knowledge on the main risks at Röszke BCP.
Bus search course, Przemysl, Poland, 01-03 October
A brand new training was organised by Polish revenue Administration and CELBET in Przemysl, Poland. 25 Customs officers were trained by Polish and Hungarian trainers on how to control, and physically check a bus and the passengers. More than hal of the training was practical with a lot of hands on exercises and on the last day of the training, at the BCP Medyka the participants could practise their knowledge in a real life situation. This practise was a real success as one of the trainers found 14 kilograms of amber hidden in the air condition system of a bus.
